Can I Use a Mobile Phone in Korea Without an ARC?
by SelPl Editorial Team
If you have just arrived in Korea without an Alien Registration Card (ARC), you can still get online. You just can't sign up for a standard postpaid plan — those require an ARC. Your practical options are prepaid SIMs and traveler eSIMs.
Quick Answer
| Who you are | What works |
|---|---|
| Tourist / short-term (C-3) | Traveler eSIM, airport prepaid USIM |
| Long-stay but waiting on visa | Short-term prepaid USIM, switch to postpaid once ARC issued |
| Student / worker just arrived | 1–3 months prepaid, then MNP to postpaid after ARC |
Three Realistic Options
1️⃣ Traveler eSIM (5-minute activation)
Pros
- Buy online, scan QR — no store visit, no shipping
- Passport only, no ARC or Korean bank account
- Flexible 7/15/30-day plans
Cons
- Usually data-only; no real calls or SMS
- No Korean phone number (or only a temporary virtual one)
- Data cap per day or total
Best for: 1 week to 1 month stays, map/messenger usage only.
2️⃣ Airport Prepaid USIM
Pros
- Counters at Incheon, Gimhae and Jeju airports — SK Telink, KT M Mobile, etc.
- Passport-only signup, pay on the spot
- You get a real Korean 010-xxxx number, so KakaoTalk and delivery app SMS verification works
Cons
- Pricier than postpaid (10GB ≈ 40,000 KRW/month)
- Sold in 1 / 2 / 3-month blocks, no auto-renewal
- Booth operating hours are limited
Best for: 1–3 month stays where a Korean number matters.
3️⃣ Passport + Local Address (limited MVNOs)
A few MVNOs accept passport + proof of local address (lease, hotel confirmation) for short-term postpaid signup. Caveats:
- Only a handful of carriers allow this
- Identity verification is done manually in person
- Once your ARC arrives, you often have to re-register
In practice, options 1 and 2 are more realistic for most foreigners.
Never Do This
Once Your ARC Arrives
Switch to a postpaid plan as soon as possible — it is significantly cheaper:
- Pick a plan on the Plans page
- Sign up with ARC + passport + Korean bank account
- Use Mobile Number Portability (MNP) to keep your prepaid number
- Cancel the prepaid contract (usually no fee)
Summary
- Tourists: Traveler eSIM (fastest, data-only)
- 1–3 month stays: Airport prepaid (includes Korean number)
- Planning to stay long-term: prepaid first → switch to postpaid after ARC
- Don't use someone else's identity to sign up
