Do MVNOs Also Require an Alien Registration Card?

"I heard MVNOs are easier to sign up for" — partially true. For postpaid plans, both MVNOs and major carriers require an Alien Registration Card (ARC). MVNOs aren't a loophole.

Why Even MVNOs Require ARC

Legal identity-verification requirement

Korea's Telecommunications Business Act requires real-name verification for every mobile signup. For foreigners, the standard is the ARC.

Postpaid collection risk

Postpaid bills come monthly. Carriers use ARC status to check you still have the right to stay — and therefore to be billed.

Number-management and dispute resolution

Anonymously signed numbers become hard to trace in disputes. Carrier policy refuses them regardless of MNO/MVNO branding.
